Marcus Vinícius de Sá Torres is a Masters student in Political Science at the Federal University of Pernambuco (UFPE), Brazil. He is a Brazilian National Council of Research (CNPq) Fellow. He holds a B.A in Political Science from UFPE. He joins the Research Methods in Political Science and the Institutions and Public Policy groups. As an undergraduate student, he was monitor in Quantitative Methods and Data Analysis classes.

In 2017, Marcus also became part of BITSS Catalysts in Latin America. His research interests are focused on public policy analysis, comparative politics, public bureaucracy, and transparency. Now his research is on NGO’s efficiency with public funds in Brazilian health and education municipalities.
